Or you could do a mix of different size subnets, that's called variable length subnet masks. You could use 10.0.0.0/8 as one big subnet with 2^24 ip's or you could turn it into 256 subnets with 2^16 ip's each or 2^22 subnets with 4 ip's each. However all subnets doesn't have to be of equal size.
Sticking with the 10.0.0.0/8 range you could create 2^16 subnets of 256 ip's each. So while you technically could make 2^24 subnets of 256 ip's each, you would conflict with a lot of stuff on the internet = bad idea.
